Evaluating Public Procurement Contracting - RAND

This project memorandum is an extension of an earlier report examining the prevalence and implications of procurement practices that limit the benefits foreseen in the European public procurement framework, especially as regards complex Information and Communications Technology (ICT) goods and services. It reflects findings from an Internet survey administered by the International Association for Contract & Commercial Management (IACCM), extensive desk research and a series of key informant interviews.
This report is intended primarily for use by industry stakeholders in motivating and informing a collaborative approach to the resolution of collective public procurement problems.
