Public-private partnerships - what goes wrong and how to put it right

The public sector's lack of skills, expertise and overall capacity for negotiating and overseeing contracts with the private sector have been the focus of much recent criticism of government contracting. But is that the whole story? What if governments' own political processes and approaches are at least partly to blame? And if so, what are the issues and how can we best overcome them?
